It Depends On What Your Definition of "Offensive" Is

Commander in Chief, I have a question.

Soldiers in Iraq can be court-martialed for possessing alcohol, as an ex-soldier acquaintance has said and as stated here, by a television station in a very pro-military area of your very pro-military home state. This is presumably out of respect for the local culture; specifically, to avoid doing things that the locals find offensive.

In light of that, why are the soldiers who were involved in abuse of POWs in a way that's deeply offensive to not just Muslims but pretty much the entire world only getting a "letter of reprimand," something that "effectively" ends a military career but is less harsh than a court-martial?
